Ms. Fitzgerald graduated from the University of Baltimore School of Law where she was an editor for the University of Baltimore Law Review. After admission to the Maryland State Bar, she was admitted to the Virginia State Bar, the District of Columbia Bar, and to practice before the US District Court for the Eastern District of Virginia.

Prior to entering private practice, Ms. Fitzgerald served as law clerk for the Circuit Court of 17th Judicial Circuit in Arlington County. Upon completion of her clerkship, she joined Capsalis, Bruce, Reaser & Caulkins, PLC, as an associate attorney. A founding member and partner at Capsalis Fitzgerald, PLC, she is now managing partner and member attorney of its successor firm, The Fitzgerald Law Group, where she represents clients in a wide range of criminal and civil matters in the Commonwealth of Virginia and the State of Maryland. She also serves as Deputy Town Attorney for the Town of Herndon, prosecuting criminal and traffic misdemeanor offenses in general district and circuit courts, handling state appellate work, and collaborating with the Town Attorney and the Herndon Police Department on focused investigations and policy implementation. From August 2017 to May 2018, she served as an interim prosecuting Attorney for the Commonwealth of Virginia in all criminal and traffic misdemeanor and felony matters before the General District, Juvenile and Domestic Relations District, and Circuit Courts of Orange County. She still serves on occasion as Special Prosecutor in that office, as well as in other Commonwealth jurisdictions, e.g., Spotsylvania, Augusta, and Rockingham Counties.

Ms. Fitzgerald is a
lso a Title IX Investigator and Hearing Officer for educational institutions, ranging from K-12 through college and university. In this capacity, she conducts substantive investigations into allegations of sexual misconduct and related complaints involving students and/or faculty, and serves as an institutional Hearing Officer in the determination of Title IX violations concerning discrimination and harassment. From time to time, she also serves school boards and superintendents in the Commonwealth as special counsel--either to assist the school board attorney or to provide outside legal opinion--in claims defense on behalf of the board and senior management as well as adjudication hearings involving employee discipline and dismissal, code-of-conduct violations, student expulsions, alternative assignments and appeals, and Commonwealth and Federal regulatory matters concerning discrimination, public health and safety.

Before she became a lawyer, Ms. Fitzgerald was (and remains) a registered nurse and nurse practitioner, educator, and hospital manager in emergency and critical care medicine and organ transplantation for over twenty years at the University of Virginia in Charlottesville and Providence Hospital in Washington. She was a business and health care consultant for over ten years, working in the United States and Japan for Ernst & Young, LLP, Cap Gemini/Ernst & Young, and as a senior director at The Advisory Board Company. Ms. Fitzgerald’s extensive medical and business background provides her with a unique perspective on the practice of law.

Ms. Fitzgerald is a Past President of the Arlington County Bar Association (ACBA). She was the Association's President from 2012 to 2013, Treasurer from 2011 to 2012, and Director from 2010 to 2011. She served on the Judicial Selection Committee from 2011 to 2013. Ms. Fitzgerald is a former Director of the Arlington County Bar Foundation, having served as an ex officio member while President of the ACBA. Ms. Fitzgerald is also a former member of the Loudoun chapter of the Virginia Women's Attorney Association (VWAA), and served on its Judicial Selection Committee from 2011 to 2013. In addition to her practice, Ms. Fitzgerald is a faculty member of the Shemer Bar Review, which prepares candidates to take the bar examination in Maryland.
